PUBLIC BUDGET AND FOREIGN AID IN HAITI (1991-2020)

Foreign aid gained prominence after the Second World War, especially with the Marshall Plan and the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD). In the case of Haiti, foreign aid plays an important role in the Haitian economy, constituting a substantial part of its annual public budget. The aim of this study was to analyze the weight of foreign aid in Haiti's annual public budget between 1991 and 2020. To carry out this work, a mixed method was used, consisting of both quantitative and qualitative analysis. In addition, this research is based on a literature review and documentary research. The result indicates that, on average, foreign aid accounted for between 25% and 30% of Haiti's public budget. They are distributed between budget support and project financing, with approximately 80% in the latter category and controlled by donor countries. As Haiti's public budget is insufficient to meet domestic needs, this highlights Haiti's relentless diet of foreign aid and dependence on external donors, especially imperialist countries and multilateral institutions controlled by them.
