CIVIL CONTROL OF SECURITY AND DEFENSE FORCES, RULE OF LAW AND THE QUALITY OF DEMOCRACY IN BRAZIL

From the perspective of studies and research on the quality of democracy, the article examines the evolution of civil control over public security and defense forces (military, police, intelligence services) and its implications for the renewal of the Rule of Law in contemporary Brazil. In theoretical-methodological terms, the text adheres to the analytical scheme presented by Leonardo Morlino and collaborators. Primary and secondary data are used to support an interpretative analysis, as well as to generate descriptive and explanatory inferences. It is argued that consolidating the control of elected civil authorities over the public security and defense forces is of crucial relevance and pertinence, both to overcome the residual praetorian problem, and to consolidate the Rule of Law and the democratic-representative and republican political regime in the country.
